The BIRD (Building Institution for Results Delivery) project is a pivotal initiative within the System Strategy and Policy Lab, focusing on nurturing robust institutions rather than individual achievements. Central to its mission is the establishment of sustainable organizational frameworks that transcend personal successes. By prioritizing institution-building, BIRD aims to strengthen systems that endure beyond immediate objectives, fostering environments where collective efforts can flourish and adapt. Through strategic planning, capacity-building, and targeted interventions, BIRD empowers institutions to navigate complexities, overcome challenges, and consistently deliver impactful outcomes. This holistic approach not only ensures long-term sustainability but also fosters a culture of collaboration, innovation, and resilience across the broader system. Ultimately, BIRD represents a forward-thinking commitment to shaping enduring institutions that drive systemic progress and sustain positive outcomes for future generations.
Recently, the System Strategy & Policy Lab provided technical support to teams from various federal agencies including the National Agency for the Control of AIDS (NACA), Nigeria Civil Aviation Authority (NCAA), and the Standard Organization of Nigeria (SON). Our executive team presented insights to heads of agencies and parastatals under the auspices of the Administrative Staff College of Nigeria (ASCON) on transitioning from the Annual Performance Evaluation Report (APER) to the new Performance Management System (PMS). During this training, strategies, tools, and tactics for implementing PMS were explored in depth. This inclusive approach offers several advantages, such as providing comprehensive feedback from multiple perspectives, enhancing employee engagement, and offering deeper insights into organizational performance culture.
Additionally, under the BIRD initiative, technical support is extended to states and ministries, aiding in the development of evidence-based strategic plans aligned with Nigeria's Agenda 2030, the National Development Plan 2021-2025, and the global goals for 2030. This ensures that plans are not only relevant but also responsive to emerging issues, thereby maximizing productivity and optimizing resource utilization.
